Use these templates to create/renew an MOU or Project Agreement. Deviations need to be reviewed by University Counsel before initiating an online IAF.

Cuba General License for Educational Activity

The United States Office of Foreign Assets Control ("OFAC") amended the Cuban Assets Control Regulations on January 28, 2011. A new general license authorizes accredited U.S. graduate and undergraduate degree-granting academic institutions to engage in Cuba travel-related transactions incident to certain educational activities. To be eligible, faculty, staff or students must meet the qualifications outlined on page 5075 of the Rules and Regulations related to Educational Activities under the General Cuba license.

Please consult this guide for information on completing the required data for this online Internal Approval Form (IAF).

If you see a message that you don't have permission to access this form, please log in with your Cornell NetID.

Please contact Linda Schmidt at Lms10@cornell.edu or 255-7993 if you have questions or are having trouble with the online IAF.

Please allow three weeks to complete the internal approval process.

  • You will be notified when University Counsel and the Vice Provost for International Relations have approved this IAF.  After approval, the agreement is considered official and may be signed by the collaborating institution.
